Step 1: Melt butter in a heavy saucepan over low heat; stir in sweetened condensed milk and milk.
Step 2: Add chips, stirring constantly, until mixture is smooth.
Step 3: Remove from heat; stir in marshmallow cream and extracts.
Step 4: Stir in walnuts.
Step 5: Pour into a buttered 15" x 12" pan or two 9" x9" pans.
Step 6: Chill.
Step 7: Cut into squares.
Step 8: Store in refrigerator.
