Step 1: Preheat oven to 350 degrees.
Step 2: In a medium size bowl,whisk together flour and powdered sugar.
Step 3: Cut in butter until it looks like small peas or crumbled cornbread.
Step 4: Press mixture into a 9 x 13 inch pan which has been prepared with cooking spray and bake for 15 minutes.
Step 5: Remove and let cool.
Step 6: Meanwhile in another medium size bowl,mix together condensed milk,egg,and vanilla.
Step 7: Then stir in walnuts and chocolate chips.
Step 8: Pour evenly over baked crust and bake for another 25 minutes or until golden brown.
Step 9: Cool completely and cut into desired amount of squares.
