Step 1: Preheat oven to 375F. Coat an 8 x 8-inch baking dish with non-stick cooking spray.
Step 2: Mix oil and vinegar together in a small bowl.
Step 3: Place salmon fillets in prepared baking dish and rub garlic into them. Pour oil and vinegar over them, turning once to coat.
Step 4: Sprinkle with cilantro and basil and season with salt and pepper.
Step 5: Let marinate at room temperature for 10 minutes.
Step 6: Bake, uncovered, for 15 minutes, or until fish flakes easily and is no longer transparent in center.
Step 7: Drizzle some of the sauce over each piece to serve.
