Step 1: Preheat oven to 400 degrees Fahrenheit.
Step 2: Sift flour, baking powder, and salt together. Blend in shortening. When mixture looks like coarse corn meal, add milk.
Step 3: Turn onto floured board.
Step 4: Roll out into a sheet 8 inches square.
Step 5: Mix tuna, celery, onion, parsley, and 6 tablespoons cream of mushroom soup together. Cover dough.
Step 6: Roll up like a jelly roll.
Step 7: Cut into 8 slices. Place slices close together on a greased baking sheet, cut side down.
Step 8: Bake 30 minutes or until brown.
Step 9: Meanwhile, for the sauce, heat milk and rest of can of cream of mushroom soup.
Step 10: Stir in cheese and cook until bubbly, stirring constantly.
Step 11: Serve sauce over pinwheels.
