Step 1: Preheat oven to 325 degrees F.
Step 2: Grease a 13 x 9-inch baking pan.
Step 3: In a heavy saucepan, bring butter, sugar and water to a boil, stirring constantly until the butter is melted and sugar is dissolved (about 3 minutes).
Step 4: Remove from heat, add in 2 cups of chocolate chips then stir until completely melted; cool slightly then mix in vanilla.
Step 5: In a mixing bowl whisk in eggs, then gradually using a wooden spoon add to chocolate mixture until thoroughly combined.
Step 6: In a small bowl combine the flour with baking soda and salt; add to the chocolate mixture mixing with a wooden spoon until just combined.
Step 7: Stir in remaining chocolate chips. Spead into baking dish
Step 8: Bake for 35-40 minutes (do not over bake).
Step 9: Cool then cut into small squares.
