Step 1: In a mixing bowl combine the first 6 ingredients (cream cheese - garlic powder). Spoon one tablespoon of the mixture into each pepper half. Dip tops of stuffed peppers with the bread crumbs.
Step 2: Place a small amount of ketchup at the end of each popper; top with a sliced almond to resemble a fingernail.
Step 3: Place in a 15 x 10 inch baking and bake uncovered for 25-30 minutes or until golden brown.
