Step 1: Preheat your oven to 350F.
Step 2: Grease a medium baking dish.
Step 3: In a saucepan melt butter. Add flour whisk for 1 minute. Add in milk, bouillon and garlic powder. Cook sauce on low until smooth and boiling, stirring occasionally with a whisk. Reduce heat to low. Stir in 1 cup grated cheddar cheese and 1/4 cup Parmesan cheese. Season with some salt and pepper.
Step 4: Place half the sliced potatoes into baking dish. Pour half the cheese sauce over potatoes, then half of sliced green onions.
Step 5: Repeat with second layer with potatoes, remaining cheese sauce then remaining green onions.
Step 6: Sprinkle top with remaining 1/4 cup Parmesan cheese then 1 cup grated cheddar cheese.
Step 7: Bake uncovered for about one hour or until the potato slices are fork-tender.
