Step 4: Prepare cheese sauce; place the flour in a medium heavy saucepan; gradually add the light cream whisking or stirring over medium heat until thick (about 5-6 minutes). with a whisk until smooth and blended
Step 5: Season with cayenne pepper, salt and black pepper if desired)
Step 6: Arrange half of the cooked potatoes and garlic in baking dish.
Step 7: Pour half of the sauce mixture over potatoes.
Step 8: Repeat the procedure with remaining potatoes and garlic and remaining sauce mixture.
Step 9: Sprinkle with Parmesan cheese and paprika.
Step 10: Bake for about 25 minutes or until bubbly.
