Step 2: Whisk together remaining ingredients; pour into bag and squeeze out excess air, then squish around to completely coat chicken with yogurt mixture.
Step 3: Marinate in refrigerator at least four hours up to 24 hours.
Step 4: Preheat oven to 350F; spray a baking dish with 2-inch sides with cooking spray.
Step 5: Place thighs in prepared pan; pour marinade over top.
Step 6: Bake at 350F for 40 minutes, turning once halfway through.
