Step 1: Chop bacon.
Step 2: In a deep soup kettle, saute bacon, celery & onion over medium heat until onion is golden, about 5 minutes.
Step 3: Add potatoes, water and seasonings. Bring to a boil over high heat.
Step 4: Reduce heat and simmer, covered, for 15 minutes or until potatoes are tender.
Step 5: Mash potatoes slightly, leaving about 1/4 of the cubes whole.
Step 6: Remove the bay leaf.
Step 7: Add the milk. worcestershire sauce and parsley and bring to just a boil.
Step 8: Serve hot.
