Step 1: Stir together soy sauce, lemon juice and sesame oil; set aside.
Step 2: Place water and broccoli in a large, microwave-safe bowl; microwave on high 4 minutes.
Step 3: Add bell pepper, cover and microwave an additional 4 minutes, until vegetables are crisp-tender.
Step 4: Drain water; stir sauce again and toss with vegetables.
Step 5: Serve immediately, or chill and serve cold.
