Step 1: Preheat oven to 400 degrees F.
Step 2: Butter/grease an 11 x 7-inch baking pan (or you could use a 9 x 9-inch)
Step 3: In a large bowl whisk the condensed soup with the milk and next 3 ingredients; mix with a whisk until smooth. Mix in all remaining ingredients.
Step 4: Transfer to baking pan. Cover with foil. Bake 30 minutes.
Step 5: Uncover and continue baking for 10-15 or until rice is soft (the rice will soften even more when removed from the oven).
