Step 1: Heat oven to 350 degrees.
Step 2: Grease a 13x9 pan with cooking spray, if you like a thicker bar use a 11x7 pan.
Step 3: In a large bowl, mix together oats, sugar, flour, baking soda and butter with a mixer until crumbly. Remove and reserve 2 cups, then set aside.
Step 4: Pour remaining crumb mix into the greased pan and pat down evenly.
Step 5: In a smaller bowl mix sweetened condensed milk, peanut butter and vanilla.
Step 6: Pour on top of crumb mixture.
Step 7: Sprinkle with chocolate chips and peanuts.
Step 8: Sprinkle the reserved 2 cups crumb mixture over top and press down evenly.
Step 9: Bake for 25-30 minutes or until golden brown (The center will not be set).
Step 10: Cool then cut into bars.
