Step 1: Melt butter in heavy saucepan on top of stove.
Step 2: Add flour and stir until well mixed and bubbly being careful not to scorch.
Step 3: Remove from heat and add milk a bit at a time; stirring until well blended.
Step 4: Return sauce to heat and bring to a slight boil, stirring constantly.
Step 5: Reduce heat, add shredded cheese and Parmesan and cook until cheese melts and there is no taste of raw starch.
Step 6: Add salt and pepper to taste.
