Step 1: Pre-heat oven to 375 degrees.
Step 2: Brown ground beef in skillet over medium heat, drain and return to skillet.
Step 3: Add taco seasoning and water,mix well and stir ocassionally until water is absorbed.
Step 4: Stir salsa and rice into ground beef mixture.
Step 5: With cooking spray, coat a 8x8-inch baking dish.
Step 6: Slice tops off of peppers and remove seeds and membrane.
Step 7: Blanch peppers in boiling water for 5 minutes, or until slightly tender (if desired).
Step 8: Evenly divide ground beef mixture among peppers.
Step 9: Cover and bake for 20 to 25 or until heated through.
Step 10: Remove cover,and sprinkle cheese evenly over peppers.
Step 11: Return to oven until cheese is melted, about 10 minutes.
