Step 1: Blend salmon, parsley and eggs until smooth. (I used my immersion blender for this). Add flax meal and blend until mixed.
Step 2: Pour into a bowl and stir in flour and garlic powder if using. Add a little more flour if needed to make a soft dough. (I had to knead a little to incorporate all the dough).
Step 3: Roll onto a floured surface and cut with a cookie cutter into desired shape (or you can just cut into squares with a knife, or pinch off pea sized pieces).
Step 4: Bake on a cookie sheet at 375° F for 15-20 minutes until they are as soft or crispy as you want them to be.
Step 5: Store in refrigerator or freezer.
