Step 1: Preheat oven to 350 degrees F. Grease a muffin tins.
Step 2: In a bowl beat the sugar and egg for 3 minutes.
Step 3: In another bowl combine flour, baking powder, salt and nutmeg; mix into egg mixture. Add in oil, milk and vanilla; beat until combined.
Step 4: Divide the batter evenly between into 9-10 muffin cups filling to about 3/4 full.
Step 5: Bake for 15-18 minutes, until a tester inserted into the center comes out clean.
Step 6: When muffins are baked, brush the top of each warm muffin with some melted butter.
Step 7: Remove muffins from the pan then roll in sugar (can roll the whole muffin or just the tops).
Step 8: Cool on a rack.
