Step 1: Melt the butter in a saucepan. Stir in garlic. Cook 1 minute. Add the flour and cayenne pepper, and cook briefly until the mixture looks sandy. Do NOT let it brown.
Step 2: Whisk in light cream and whipping cream. Stir until the mixture forms a thick sauce. Stir in the Parmesan cheese. Season with salt and pepper. Simmer for a few minutes to blend the flavors. Stir in the shrimp. Cook just until heated through. Serve over cooked linguine, with additional Parmesan cheese.
