Step 1: In a large skillet, heat oil over medium-high heat. Add sausge meat to pan. Cook for about 10 minutes, breaking up meat with a wooden spoon so that it browns evenly. Remove browned meat with a slotted spoon. Set aside. Reserve about 2 tablespoon fat in the skillet.
Step 2: Reduce heat to medium. Add onion and peppers to the pan and sauté until onion is lightly browned and peppers are soft, 8–10 minutes. Stir in garlic and tomato paste, as well as fennel seeds and hot pepper flakes, if using, and cook for 1 minute.
Step 3: Return sausage meat to skillet. Season lightly with salt and pepper; stir in tomatoes and juice. Bring to a simmer, reduce heat to medium-low, partially cover, and simmer for about 1 to 1 1/4 hours. Taste and adjust seasoning. Stir in fresh parsley before serving.
