Step 1: In a saucepan combine the condensed tomato soup, water, oregano and garlic. Bring to a light simmer. Stir in green onions pepperoni and pasta. Simmer over low heat until pasta is tender.
Step 2: Pour soup into oven-proof bowls (or a casserole dish). Top with cheeses. Oven broil for about 5 minutes.
