Step 1: Trim root ends from onions; peel. Place onions in medium saucepan with 1 inch of water; cover. Bring to a boil over high heat; reduce heat to medium-low. Simmer until fork-tender, about 15 to 20 minutes. Drain VERY WELL; set aside. Keep warm.
Step 2: For the cream sauce, melt butter in large saucepan over medium heat. Blend in flour and garlic powder with wire whisk until mixture is smooth.
Step 3: Heat until mixture bubbles. Whisk in half-and-half. Cook, whisking constantly, until mixture thickens, about 5 minutes. Add salt and pepper. Stir in cooked onions and Parmesan cheese.
Step 4: Place onions on serving platter. Sprinkle with dry bread crumbs. Sprinkle onions with paprika. SO GOOD!
