Step 1: Prepare cake mix as directed on box for a 13x9 size pan. Add half of the chocolate chips and stir until well incorporated. Pour into pan and top with remaining chocolate chips. Bake as directed on box.
Step 2: While the cake is baking, mix the caramel and condensed milk together in a medium bowl
Step 3: When the cake is done, remove from oven and poke holes in the cake with a straw or chopstick. Pour the caramel mixture over the top and let the cake cool completely. Top with whipped topping and toffee bits. Refrigerate before serving.
