Step 1: In a Dutch oven or 4-quart saucepan, cook the ground beef with bell pepper until browned (about 12-14 minutes, meat should be well browned). Add in garlic and next 4 spices the last 2 minutes of cooking.
Step 2: Add in Picante sauce and milk/cornstarch mixture; bring to a simmer over medium-high heat. Reduce heat and simmer 1 hour uncovered stirring frequently (the liquid should be reduced by almost half). Mix in 2 cups cheddar cheese and cooked pasta the last 8-10 minutes of cooking time; heat through. Season with more salt and pepper if needed.
