Step 1: Place garlic, ginger, soy sauce, brown sugar, sesame oil, tahini, chili oil, vinegar, and lime juice in a mixing bowl and whisk to combine. Season to taste with salt and pepper.
Step 2: Add noodles to boiling, salted water and cook, stirring occasionally, until they just begin to soften, about 3 minutes. (Soba noodles can overcook very quickly, so keep a close watch, have a large bowl of iced water ready). Drain the noodles and then plunge in iced water and drain again.
Step 3: Combine noodles and dressing, toss well with remaining ingredients. Season with more salt and pepper. Chill for at least 30 minutes before serving.
