Step 1: Combine cocoa, sugar, salt and water in saucepan.
Step 2: Place over moderate heat and boil for 3 minutes, stirring constantly.
Step 3: Remove from heat, cool slightly and add vanilla.
Step 4: Store in a covered container in refrigerator.
