Step 1: In a large bowl combine cooked rice, eggs, cinnamon, nutmeg, vanilla and baking powder.
Step 2: Add just enough flour to hold batter together. It should drop from a spoon and stay together.
Step 3: Heat oil in the deep fryer to 365 degrees F.
Step 4: Drop batter by heaping teaspoons into the hot oil. Fry in small batches until golden brown and crisp, about 6 to 8 minutes.
Step 5: Drain on paper towels and sprinkle with confectioners' sugar.
