Step 1: In a bowl combine the cream cheese with next 5 ingredients until smooth. Mix in the remaining 4 ingredients. Refrigerate for 2 hours.
Step 2: Spread the cheese mixture thinly over tortillas. Roll up firmly. Cover in plastic wrap then refrigerate tortilla rolls for at least 2 hours.
Step 3: Slice the pinwheels. Place on a baking sheet. Broil until lightly golden.
