Step 1: Preheat oven to 350F.
Step 2: Cook pasta in heavily salted boiling water until al dente, drain.
Step 3: Meanwhile, in stock pot, heat the oil.
Step 4: Add the onions and jalapenos, and season lightly.
Step 5: Cook until translucent.
Step 6: Add garlic and the rest of the ingredients.
Step 7: Simmer until pasta is done.
Step 8: Add pasta and season to taste, and mix in cilantro.
Step 9: Pour into greased 9x13 casserole.
Step 10: Bake covered for 30 minutes until hot and bubbly.
