Step 1: To prepare the potatoes: peel the potatoes and cut them into 1 inch chunks and then place them in a saucepan with enough water to cover by an inch; add kosher salt and then bring to a boil over high heat; reduce heat to medium low and simmer for 10-15 minutes or until done (when they can be pierced with a knife); drain in a colander and let cool completely.
Step 2: To make the dressing: chop mint and cilantro as fine as possible and place them in a bowl along with the next 8 ingredients (garlic - mayo); stir to combine. Season with salt and lemon, if desired. Set aside.
Step 3: Just before serving, in a large bowl combine the potatoes with the dressing, stir to combine well. Top with chopped pickled onion or the chopped scallions.
