Step 1: Rinse the rice in a bowl of water and then pour it through a fine mesh strainer and set aside to drain.
Step 2: In a large saucepan on medium high heat, heat the oil and then add the spices (cinnamon -bay leaf), stirring until fragrant (1 minute).
Step 3: Stir in the onion, stirring until it begins to brown on the edges (3-5 minutes).
Step 4: Stir in the turmeric, pepper and salt, stir for about 30 seconds or until fragrant.
Step 5: Stir in rice and water and bring to boil over high heat; reduce heat to low, tightly cover pot and cook undisturbed for 20 minutes.
Step 6: Lift the lid and add the peas. Replace lid. Remove from heat and let rice sit for 10 minutes.
Step 7: Fluff rice; remove spices if desired or leave them in the finished dish.
Step 8: Serve.
