Step 1: In a medium sized bowl, mix the butter with a rubber spatula until completely smooth. Stir in the chives, garlic and pepper.
Step 2: If desired make a roll and wrap in plastic wrap. Refrigerate until firm, slice for use on a steak. Otherwise, serve softened.
