Step 1: Preheat oven to 350° F.
Step 2: Pour flour and sugar in a mixing bowl. Add lemon zest and mix all together with a wire whisk.
Step 3: Add in water, eggs, oil, and poppy seeds and mix with wire whisk till well blended.
Step 4: Using a 1/2 cup measure, put batter in jumbo muffins tins that have been sprayed with non-stick cooking spray to fill 8 muffin cups to 2/3 full.
Step 5: To make streusel topping:
Step 6: Mix the flour, sugar and softened butter with a fork or pastry blender till crumbly. Sprinkle liberally on top of each muffin before baking.
Step 7: Place in preheated oven on center rack. Bake 25-30 minutes until a toothpick inserted in center of a muffin comes out clean, and tops are lightly browned.
Step 8: Let cool 10 minutes before removing to a cooling rack. Enjoy.
