Step 1: Saute the onions in oil on low heat until they breakdown and become very soft and sweet, about 30 minutes. Do not let them brown.
Step 2: Add the meat and cook until just done, working it constantly with a meat chopper until broken up very well.
Step 3: Add the garlic and saute for a few more minutes.
Step 4: Add everything else and stir to mix thoroughly.
Step 5: Simmer until slightly thickened, about 20 minutes, and serve on hot dogs or hamburgers.
Step 6: Also works well as a standalone chili or on dishes like huevos rancheros.
