Step 2: Pour sugar over layers.
Step 3: Combine dressing ingredients in saucepan.
Step 4: Cook until full boil and pour immediately over slaw.
Step 5: Refrigerate at least 4 hours.
Step 6: Toss before serving.
Step 7: Season to taste.
