Step 1: Brown the ground chuck and onions in skillet and pour off excess grease.
Step 2: Add tomato paste and chili powder.
Step 3: Stir in flour and brown sugar.
Step 4: Combine tomatoes and chili beans.
Step 5: Place all ingredients into a 2 quart cooking pot (or crockpot) adding the salt to taste.
Step 6: Cook over low heat for at least 2 hours.
