Step 1: Preheat oven to 400 degrees F.
Step 2: Spray a 13 x 9 inch baking dish with cooking spray and set aside.
Step 3: In a large pot or dutch oven over medium high heat add water and then bring to a boil and then add the pasta and cook for 5-6 minutes and then add the broccoli and cook for another minute; drain and place the pasta and broccoli in a bowl of ice water to cool and set aside.
Step 4: In the same pan over medium heat melt the butter and then whisk in the flour and cook whisking constantly for 3-5 minutes and then gradually whisk in the chicken broth and cook, stirring constantly for 3-5 minutes or until mixture is smooth. Stir in the salt and pepper.
Step 5: Stir in the mozzarella, 1 cup parmesan and the feta and then stir in the cooked pasta, broccoli and the red pepper strips. Spoon mixture into prepared baking dish. Top with 1/2 cup parmesan.
Step 6: Bake for 20 minutes or until browned and bubbly.
