Step 1: Saute onions, celery and ground beef.
Step 2: Add rest of soup ingredients except cream.
Step 3: Simmer 30 minutes.
Step 4: Meanwhile, cook macaroni in heavily salted boiling water until al dente and drain.
Step 5: Add drained macaroni to soup at end.
Step 6: Add heavy cream, don't boil, simmer for 10 minutes.
Step 7: Season to taste.
