Step 1: Cut tortillas into strips.
Step 2: Deep fry in hot oil until crisp.
Step 3: Drain on paper towels and set aside.
Step 4: Combine fish stock, tomato sauce, celery, onion, green pepper, tomato, white pepper, garlic powder, oregano, and bay leaf in saucepan.
Step 5: Season to taste with salt.
Step 6: Bring to a boil and simmer for 30 minutes.
Step 7: Remove bay leaf.
Step 8: To serve, place tortilla strips in bowl.
Step 9: Cover with shredded cheeses and add broth.
