Step 1: Combine beef, eggs, salt, onion powder, milk and bread crumbs until well blended. Using your hands, shape beef mixture into 4 oval patties, about 1 inch thick. Heat oil in a large skillet over medium heat. Saute beef patties 12-15 minutes, or until browned on both sides. Remove patties.
Step 2: Add flour to pan drippings; stir until combined. Stir broth into flour mixture, simmer, uncovered, until broth mixture thickens, stirring. Stir lemon juice, brown sugar, ginger and cloves into broth mixture. Return patties to skillet. Cover with a tight fitting lid and simmer over low heat 30 minutes. Remove cloves before serving. Serve with noodles.
