Step 1: Score meat, diagonally, on both sides. Place in a large zipper type bag.
Step 2: Combine remaining ingredients except water and cornstarch and pour over meat. Seal and refrigerate several hours or overnight, turning bag occasionally.
Step 3: Reserve marinade. Place meat on a broiler pan rack. Let sit to warm to room temperature.
Step 4: Preheat broiler.
Step 5: Place rack 6-7 inches from heat. Broil 6-7 minutes per side for medium doneness.
Step 6: Place meat on cutting board and tent with foil.
Step 7: Meanwhile, pour reserved marinade into a small saucepan; bring to a boil.
Step 8: Dissolve cornstarch in water and add to the marinade. Stir 2 minutes or until thickened.
Step 9: Slice meat against grain and serve with sauce.
