Step 1: Toss shrimp with minced garlic, set aside.
Step 2: Sauté onion and celery in oil until just tender.
Step 3: Add chopped tomatoes and bell peppers, sauté about 6 minutes longer.
Step 4: Add tomato sauce, sugar, basil, bay leaf, salt and peppers.
Step 5: Bring to a boil, reduce heat and cook 5 minutes.
Step 6: Add shrimp and garlic, turn up heat and return to boil.
Step 7: Reduce heat and simmer 15 minutes, stirring occasionally.
Step 8: Add slurry last, cook until thickened.
Step 9: Adjust seasonings.
Step 10: Let mixture stand for 5 minutes to blend flavors.
Step 11: Serve over a mound of steamed white rice.
Step 12: Garnish with parsley, green onions.
