Step 1: In large pot, melt butter.
Step 2: Add oil and heat over medium-high heat.
Step 3: Add bell pepper, onion and celery and sauté until tender.
Step 4: Add chicken.
Step 5: Stir in potatoes and flour and cook 2 minutes, stirring.
Step 6: Add broth with bay leaf, salt, pepper flakes, thyme, allspice and cloves.
Step 7: Bring to a boil, cover, reduce heat and simmer 20 minutes, stirring occasionally until potatoes are tender.
Step 8: Add 1/2 and 1/2 cream.
Step 9: Simmer 15 minutes.
Step 10: Remove bay leaf.
Step 11: Add pepper and parsley.
