Step 1: Season meat lightly with salt, pepper and paprika.
Step 2: Brown in hot oil in Dutch oven.
Step 3: Add onions cook until translucent and starting to brown.
Step 4: Add carrots, turmeric, bay leaf, cumin and garlic, cook a minute, don't burn garlic.
Step 5: Add beef broth and simmer 90 minutes covered.
Step 6: Add water if needed, you need at least 2 cups liquid to cook the rice.
Step 7: Add rice and salt over the top to taste, don't stir.
Step 8: Poke holes down to bottom in rice and simmer 30 minutes covered, very low or will burn.
Step 9: Take off the heat and let set covered 5 minutes.
Step 10: Take out bay leaf.
Step 11: Season to taste.
Step 12: Fluff so everything is incorporated.
