Step 1: Heat oil in large covered sauce pan.
Step 2: Cook onions until translucent.
Step 3: Add garlic and the rest of ingredients.
Step 4: Cover cook on low simmer 20 minutes.
Step 5: Turn off heat but don't uncover for 5 minutes.
Step 6: Check for seasoning and add 1 more tablespoons of lemon juice if needed.
Step 7: Remove bay leaf.
Step 8: Fluff.
