Step 1: Generously season 1 quart water with salt and bring to a boil.
Step 2: Add potatoes and cover.
Step 3: Cook until tender, about 15 minutes.
Step 4: Meanwhile, mix mustard, sour cream and 1 tablespoon chives and green onions.
Step 5: Drain potatoes and run under cold water to cool.
Step 6: Toss with creamy mustard mixture until evenly coated.
Step 7: Add bacon and red onion.
Step 8: Chill for at least 20 minutes.
Step 9: Remove from refrigerator and stir.
Step 10: Garnish with remaining chives.
