Step 1: Place the steaming rack inside the instant pot. Add 1 cup water.
Step 2: In a 3-cup stainless steel bowl with a max diameter of 7 inches, whisk all the ingredients until smooth.
Step 3: Cover the bowl tightly with aluminum foil. Place the bowl on the steamer rack.
Step 4: Lock and seal the Instant Pot. Select Pressure Cook and set to High pressure. Set cooking time to 60 minutes.
Step 5: When done, use the Quick Release method to relieve the pressure. Open carefully. Lift out the rack and bowl - it will be HOT! Set on a heatproof surface. Let stand until the bowl is cool to the touch - at least 20 minutes. Remove foil. Whisk vigorously until very smooth.
