Step 1: Melt butter over low heat in a stockpot.
Step 2: Place scallions, white and green parts, in pan and cover with a buttered sheet of wax paper and place lid on pan.
Step 3: When scallions are tender, remove wax paper and add mushrooms.
Step 4: Increase heat to medium and stir for 3 minutes.
Step 5: Sprinkle flour over mushrooms and scallions.
Step 6: Stir in flour and cook for 4 minutes to eliminate raw flour taste.
Step 7: Pour milk and stock slowly into pan while whisking to incorporate flour mixture.
Step 8: Bring just to a boil, then simmer for 10 minutes.
Step 9: Season to taste with salt and pepper to taste and serve.
