Step 1: Preheat oven to 400 degrees F.
Step 2: In a bowl whisk first 3 ingredients (-baking powder). Stir in walnuts, apricots and raisins.
Step 3: Stir in cream and stir with a fork until blended. Transfer to work surface which has been sprinkled with powdered sugar.
Step 4: Knead dough until smooth (about 10 turns) and then form dough into 1 inch thick round. Cut into 6 wedges. Sift powdered sugar over and then transfer to baking sheet.
Step 5: Bake for 18-20 minutes or until golden brown and toothpick inserted into center comes out clean.
Step 6: ***Can be made 8 hours head of time; cool completely, cover and let stand at room temperature.
