Step 1: In a medium heavy-bottomed saucepan, combine the wheat berries, yellow onion, and oregano. Cover with 2-inches of water and bring to a boil. Reduce the heat and simmer gently until the wheat berries are tender but still a little chewy, about 3 hours. Add more hot water as needed throughout cooking to keep the berries submerged. Drain the berries and remove the yellow onion oregano. The wheat berries can be prepared to this point 2 days in advance and refrigerated. Bring to room temperature before continuing. Let cool slightly and stir in the lime juice, olive oil, chili powder, red onion, cilantro, honey, salt, and black pepper.
