Step 1: Onion and green pepper in the olive oil until translucent. Add ground round, salt, pepper and onion powder and brown the ground round until it starts to develop a nice, brown crust
Step 2: Add garlic, continue to cook 2-3 minutes. Add both cans of tomatoes and fresh basil to a food processor, whir until smooth.
Step 3: Add tomatoes and basil and one can water to ground round mixture. Add dry pasta, stir well. Cover, reduce heat and simmer for 15-18 minutes or until pasta is al dente. Sprinkle with fresh parsley and fresh parmesan to serve.
